Uganda ( or ), officially the Republic of Uganda, is a landlocked country in East Africa. Uganda is bordered on the east by Kenya, on the north by South Sudan, on the west by the Democratic Republic of the Congo, on the southwest by Rwanda, and on the south by Tanzania. The southern part of the country includes a substantial portion of Lake Victoria, which is also shared by Kenya and Tanzania.

Uganda takes its name from the Buganda kingdom, which encompasses a large portion of the south of the country including the capital Kampala.

The people of Uganda were hunter-gatherers until 1,700 to 2,300 years ago, when Bantu-speaking populations migrated to the southern parts of the country. Uganda gained independence from Britain on 9 October 1962.

The official languages are English and Swahili, although multiple other languages are spoken in the country.

History

The Ugandans were hunter-gatherers until 1,700 to 2,300 years ago. Bantu-speaking populations, who were probably from central Africa, migrated to the southern parts of the country. These groups brought and developed ironworking skills and new ideas of social and political organization. The Empire of Kitara covered most of the great lakes area, from Lake Albert, Lake Tanganyika, Lake Victoria, to Lake Kyoga. Its leadership headquarters were mainly in what became Ankole, believed to have been run by the Bachwezi dynasty in the fourteenth and fifteenth centuries, who may have followed a semi-legendary dynasty known as the Batembuzi. Bunyoro-Kitara is claimed as the antecedent of later kingdoms; Buganda, Toro, Ankole and Busoga. The Nilotic Luo invasion is believed to have led to the collapse of the Chwezi Empire. The twins Rukidi Mpuuga and Kato Kintu are believed to be the first kings of Bunyonro and Buganda after the Chwezi Empire collapsed, creating the Babiito and Bambejja Dynasty. Nilotic people including Luo and Ateker entered the area from the north, probably beginning about A.D. 120. They were cattle herders and subsistence farmers who settled mainly in the northern and eastern parts of the country. Some Luo invaded the area of Bunyoro and assimilated with the Bantu there, establishing the Babiito dynasty of the current ''Omukama'' (ruler) of Bunyoro-Kitara. Luo migration continued until the 16th century, with some Luo settling amid Bantu people in Eastern Uganda, with others proceeding to the western shores of Lake Victoria in Kenya and Tanzania. The Ateker (Karimojong and Iteso) settled in the northeastern and eastern parts of the country, and some fused with the Luo in the area north of Lake Kyoga.

Arab traders moved inland from the Indian Ocean coast of East Africa in the 1830s. They were followed in the 1860s by British explorers searching for the source of the Nile. Protestant missionaries entered the country in 1877, followed by Catholic missionaries in 1879. The United Kingdom placed the area under the charter of the British East Africa Company in 1888, and ruled it as a protectorate from 1894.

As several other territories and chiefdoms were integrated, the final protectorate called Uganda took shape in 1914. From 1900 to 1920, a sleeping sickness epidemic killed more than 250,000 people, about two-thirds of the population in the affected lake-shore areas.

Uganda gained independence from Britain in 1962, maintaining its Commonwealth membership. The first post-independence election, held in 1962, was won by an alliance between the Uganda People's Congress (UPC) and Kabaka Yekka (KY). UPC and KY formed the first post-independence government with Milton Obote as executive Prime Minister, the Buganda Kabaka (King) Edward Muteesa II holding the largely ceremonial position of President and William Wilberforce Nadiope, the Kyabazinga (paramount chief) of Busoga, as Vice President.

In 1966, following a power struggle between the Obote-led government and King Muteesa, the UPC-dominated Parliament changed the constitution and removed the ceremonial president and vice president. In 1967, a new constitution proclaimed Uganda a republic and abolished the traditional kingdoms. Without first calling elections, Obote was declared the executive President.

After a military coup in 1971, Obote was deposed from power and the dictator Idi Amin seized control of the country. Amin ruled Uganda with the military for the next eight years and carried out mass killings within the country to maintain his rule. An estimated 300,000 Ugandans lost their lives at the hands of his regime. Aside from his brutalities, he forcibly removed the entrepreneurial South Asian minority from Uganda, which left the country's economy in ruins. Amin's atrocities were graphically accounted in the 1977 book, "A State of Blood," which was written by one of his former ministers after he fled the country.

Amin's reign was ended after the Uganda-Tanzania War in 1979 in which Tanzanian forces aided by Ugandan exiles invaded Uganda. This led to the return of Obote, who was deposed once more in 1985 by General Tito Okello. Okello ruled for six months until he was deposed after the so-called "bush war" by the National Resistance Army (NRA) operating under the leadership of the current president, Yoweri Museveni, and various rebel groups, including the Federal Democratic Movement of Andrew Kayiira, and another belonging to John Nkwaanga.

Museveni has been in power since 1986. In the mid- to late 1990s, he was lauded by the West as part of a new generation of African leaders. His presidency has included involvement in the civil war in the Democratic Republic of Congo (DRC) and other conflicts in the Great Lakes region, as well as the civil war against the Lord's Resistance Army, which has been guilty of numerous crimes against humanity including child slavery and mass murder. Conflict in northern Uganda has killed thousands and displaced millions.

Government

The President of Uganda, currently Yoweri Kaguta Museveni, is both head of state and head of government. The President appoints a Vice President, currently Edward Ssekandi, and a prime minister, currently Amama Mbabazi, who aid him in governing. The parliament is formed by the National Assembly, which has 332 members. 104 of these members are nominated by interest groups, including women and the army. The remaining members are elected for five-year terms during general elections.

Political parties were restricted in their activities beginning in 1986, in a measure ostensibly designed to reduce sectarian violence. In the non-party "Movement" system instituted by Museveni, political parties continued to exist, but they could only operate a headquarters office. They could not open branches, hold rallies, or field candidates directly (although electoral candidates could belong to political parties). A constitutional referendum canceled this nineteen-year ban on multi-party politics in July 2005. Additionally, the constitutional term limit for the presidency was changed from the previous two-term limit, in order to enable the current president to continue in active politics.

Presidential elections were held in February 2006. Yoweri Museveni ran against several candidates, the most prominent of them being Dr. Kizza Besigye.

On Sunday, 20 February 2011, the Uganda Electoral Commission declared the 24-year reigning president Yoweri Kaguta Museveni the winning candidate of the 2011 elections that were held on the 18th of February 2011. The opposition were, however, not satisfied with the results, condemning them as full of sham and rigging. According to the results released, Museveni won with 68% of the votes, easily topping his nearest challenger Kizza Besigye. Besigye, who was formerly Museveni's physician, told reporters that he and his supporters 'downrightly snub' the outcome as well as the unremitting rule of Museveni or any person he may appoint. Besigye added that the rigged elections would definitely lead to an illegitimate lead and that it is up to Ugandans to critically analyse this.

The EU Election Observation Mission reported on improvements and flaws of the Ugandan electoral process: "The electoral campaign and polling day were conducted in a peaceful manner [...] However, the electoral process was marred by avoidable administrative and logistical failures that led to an unacceptable number of Ugandan citizens being disfranchised."

Museveni will be heading Uganda for another 5 years, with the next elections anticipated to be held in 2016.

Corruption

Uganda is rated among countries perceived as very corrupt by Transparency International. It is rated at 2.4 on a scale from 0 (perceived as most corrupt) to 10 (perceived as clean).

Geography

The country is located on the East African plateau, lying mostly between latitudes 4°N and 2°S (a small area is north of 4°), and longitudes 29° and 35°E. It averages about above sea level, and this slopes very steadily downwards to the Sudanese Plain to the north. However, much of the south is poorly drained, while the centre is dominated by Lake Kyoga, which is also surrounded by extensive marshy areas. Uganda lies almost completely within the Nile basin. The Victoria Nile drains from the lake into Lake Kyoga and thence into Lake Albert on the Congolese border. It then runs northwards into South Sudan. One small area on the eastern edge of Uganda is drained by the Turkwel River, part of the internal drainage basin of Lake Turkana.

Lake Kyoga serves as a rough boundary between Bantu speakers in the south and Nilotic and Central Sudanic language speakers in the north. Despite the division between north and south in political affairs, this linguistic boundary runs roughly from northwest to southeast, near the course of the Nile. However, many Ugandans live among people who speak different languages, especially in rural areas. Some sources describe regional variation in terms of physical characteristics, clothing, bodily adornment, and mannerisms, but others claim that those differences are disappearing.

Although generally equatorial, the climate is not uniform as the altitude modifies the climate. Southern Uganda is wetter with rain generally spread throughout the year. At Entebbe on the northern shore of Lake Victoria, most rain falls from March to June and in the November/December period. Further to the north a dry season gradually emerges; at Gulu about 120 km from the South Sudanese border, November to February is much drier than the rest of the year.

The northeastern Karamoja region has the driest climate and is prone to droughts in some years. Rwenzori, a snowy peaked mountainous region on the southwest border with Congo (DRC), receives heavy rain all year round and is the source of the Nile. The south of the country is heavily influenced by one of the world's biggest lakes, Lake Victoria, which contains many islands. It prevents temperatures from varying significantly and increases cloudiness and rainfall. Most important cities are located in the south, near Lake Victoria, including the capital Kampala and the nearby city of Entebbe.

Although landlocked, Uganda contains many large lakes; besides Lake Victoria and Lake Kyoga, there are Lake Albert, Lake Edward and the smaller Lake George.

Districts, counties and kingdoms

Uganda is divided into districts, spread across four administrative regions: Northern, Eastern, Central (Kingdom of Buganda) and Western. The districts are subdivided into counties. A number of districts have been added in the past few years, and eight others were added on July 1, 2006 plus others added in 2010. There are now over 100 districts. Most districts are named after their main commercial and administrative towns. Each district is divided into sub-districts, counties, sub-counties, parishes and villages.

Parallel with the state administration, six traditional Bantu kingdoms have remained, enjoying some degrees of mainly cultural autonomy. The kingdoms are Toro, Ankole, Busoga, Bunyoro, Buganda and Rwenzururu.

Economy

For decades, Uganda's economy suffered from devastating economic policies and instability, leaving Uganda as one of the world's poorest countries. The country has commenced economic reforms and growth has been robust. In 2008, Uganda recorded 7% growth despite the global downturn and regional instability.

Uganda has substantial natural resources, including fertile soils, regular rainfall, and sizable mineral deposits of copper and cobalt. The country has largely untapped reserves of both crude oil and natural gas. While agriculture accounted for 56% of the economy in 1986, with coffee as its main export, it has now been surpassed by the services sector, which accounted for 52% of percent GDP in 2007. In the 1950s the British Colonial regime encouraged some 500,000 subsistence farmers to join co-operatives. Since 1986, the government (with the support of foreign countries and international agencies) has acted to rehabilitate an economy devastated during the regime of Idi Amin and the subsequent civil war. Inflation ran at 240% in 1987 and 42% in June 1992, and was 5.1% in 2003.

Between 1990 and 2001, the economy grew because of continued investment in the rehabilitation of infrastructure, improved incentives for production and exports, reduced inflation and gradually improved domestic security. Ongoing Ugandan involvement in the war in the Democratic Republic of the Congo, corruption within the government, and slippage in the government's determination to press reforms raise doubts about the continuation of strong growth.

In 2000, Uganda was included in the Heavily Indebted Poor Countries (HIPC) debt relief initiative worth $1.3 billion and Paris Club debt relief worth $145 million. These amounts combined with the original HIPC debt relief added up to about $2 billion. In 2006 the Ugandan Government successfully paid all their debts to the Paris Club, which meant that it was no longer in the (HIPC) list. Growth for 2001–2002 was solid despite continued decline in the price of coffee, Uganda's principal export. According to IMF statistics, in 2004 Uganda's GDP per capita reached $300, a much higher level than in the 1980s but still at half the Sub-Saharan African average income of $600 per year. Total GDP crossed the 8 billion dollar mark in the same year.

Economic growth has not always led to poverty reduction. Despite an average annual growth of 2.5% between 2000 and 2003, poverty levels increased by 3.8% during that time. This has highlighted the importance of avoiding jobless growth and is part of the rising awareness in development circles of the need for equitable growth not just in Uganda, but across the developing world.

With the Uganda securities exchanges established in 1996, several equities have been listed. The Government has used the stock market as an avenue for privatisation. All Government treasury issues are listed on the securities exchange. The Capital Markets Authority has licensed 18 brokers, asset managers and investment advisors including names like: ''African Alliance Investment Bank, Baroda Capital Markets Uganda Limited, Crane Financial Services Uganda Limited, Crested Stocks and Securities Limited, Dyer & Blair Investment Bank, Equity Stock Brokers Uganda Limited, Renaissance Capital Investment Bank and UAP Financial Services Limited.'' As one of the ways of increasing formal domestic savings, pension sector reform is the centre of attention (2007).

Uganda traditionally depends on Kenya for access to the Indian Ocean port of Mombasa. Recently, efforts have intensified to establish a second access route to the sea via the lakeside ports of Bukasa in Uganda, and Musoma in Tanzania, connected by railway to Arusha in the Tanzanian interior and to the port of Tanga on the Indian Ocean. Uganda is a member of the East African Community and a potential member of the planned East African Federation.

Uganda has a large diaspora – residing mainly in the United States and the United Kingdom. This diaspora has contributed enormously to Uganda’s economic growth through remittances and other investments (especially property). According to the World Bank, in 2010/2011 Uganda got $694 million in remittances from Ugandans abroad, the highest foreign exchange earner for the country. Uganda also serves as an economic hub for a number of neighbouring countries like the Democratic Republic of Congo, South Sudan and Rwanda.

Poverty

Uganda is one of the poorest nations in the world, with 37.7 per cent. Despite making enormous progress in reducing the countrywide poverty incidence from 56 per cent of the population in 1992 to 31 per cent in 2005, poverty remains deep-rooted in the country’s rural areas, which are home to more than 85 per cent of Ugandans.

Women's poverty

People in rural areas of Uganda depend on farming as the main source of income and 90 per cent of all rural women work in the agricultural sector. In addition to agricultural work, rural women also have the responsibility of caretaking within their families. The average Ugandan woman spends 9 hours a day on domestic tasks, such as preparing food and clothing, fetching water and firewood, and caring for the elderly, the sick as well as orphans. As such, women on average work longer hours than men, between 12 and 18 hours per day, with a mean of 15 hours, as compared to men, who work between 8 and 10 hours a day.

To supplement their income, rural women may engage in small-scale entrepreneurial activities such as rearing and selling local breeds of animals. Nonetheless, because of their heavy workload, they have little time for these income-generating activities. The poor cannot support their children at school and in most cases, girls drop out of school to help out in domestic work or to get married. Other girls engage in sex work. As a result, young women tend to have older and more sexually experienced partners and this puts women at a disproportionate risk of getting affected by HIV, accounting for about 57 per cent of all adults living with HIV.

Gender inequality is a main hindrance to reducing women’s poverty. Women must submit to an overall lower social status than men. For many women, this reduces their power to act independently, participate in community life, become educated and escape reliance upon abusive men.

Uganda has realized that the lack of women’s rights is part of the major causes of poverty in the country. Results of the 1998/99 Uganda Participatory Poverty Assessment (UPPAP) – on which the revised Poverty Eradication Action Plan (PEAP) is based – and the UPPAP2 (2001/2002) demonstrate strong linkage between gender and poverty. Key policies such as the National Gender Policy in 1997 have also been enacted to mainstream gender in the national development process to improve the social, legal/civic, political, economic and cultural conditions of the people, especially of women. Also, the National Action Plan on Women (NAPW) was implemented in 1999 to identify five critical areas for action in order to advance women’s rights: legal and policy framework and leadership; social and economic empowerment of women; reproductive health, rights and responsibilities; girl child education; peace building conflict resolution and freedom from violence.

Demographics

Uganda is home to many different ethnic groups, none of whom forms a majority of the population. Around forty different languages are regularly and currently in use in the country. English became the official language of Uganda after independence. Ugandan English is a local variant dialect.

The most widely spoken local language in Uganda is Luganda, spoken predominantly by the Ganda people (''Baganda'') in the urban concentrations of Kampala, the capital city, and in towns and localities in the Buganda region of Uganda which encompasses Kampala. The Lusoga and Runyankore-Rukiga languages follow, spoken predominantly in the southeastern and southwestern parts of Uganda respectively.

Swahili, a widely used language throughout eastern and central East Africa, was approved as the country's second official national language in 2005, though this is somewhat politically sensitive. Though the language has not been favoured by the Bantu-speaking populations of the south and southwest of the country, it is an important ''lingua franca'' in the northern regions. It is also widely used in the police and military forces, which may be a historical result of the disproportionate recruitment of northerners into the security forces during the colonial period. The status of Swahili has thus alternated with the political group in power. For example, Amin, who came from the northwest, declared Swahili to be the national language.

Uganda’s population has grown from 4.8 million people in 1950 to 24.3 million in 2002. The current estimated population of Uganda is 35 million. Uganda has a very young population, with a median age of 15 years.

Religion

The Roman Catholic Church has the largest number of adherents (41.9%), followed by the Anglican Church of Uganda (35.9%). Evangelical and Pentecostal churches claim the rest of the Christian population. The next most reported religion of Uganda is Islam, with Muslims representing 12% of the population. The Muslim population is primarily Sunni; there is also a minority belonging to the Ahmadiyya Muslim Community. The remainder of the population follow traditional religions (1%), Baha'i (0.1%), other non-Christian religions (0.7%), or have no religious affiliation (0.9%).

The northern and West Nile regions are predominantly Catholic, while the Iganga District in eastern Uganda has the highest percentage of Muslims. The rest of the country has a mix of religious affiliations.

Traditional indigenous beliefs are practiced in some rural areas and are sometimes blended with or practiced alongside Christianity or Islam. In addition to a small community of Jewish expatriates centered in Kampala, Uganda is home to the Abayudaya, a native Jewish community dating from the early 1900s. According to the ''World Refugee Survey 2008'', published by the U.S. Committee for Refugees and Immigrants, Uganda hosted a population of refugees and asylum seekers numbering 235,800 in 2007. The majority of this population came from Sudan (162,100 persons), but also included refugees and asylum seekers from the Democratic Republic of the Congo (41,800), Rwanda (21,200), Somalia (5,700) and Burundi (3,100).

Indian nationals are the most significant immigrant population; members of this community are primarily Ismaili (Shi'a Muslim followers of the Aga Khan) or Hindu. More than 30 years ago, there were about 80,000 Indians in Uganda. After Idi Amin mandated the expulsion of the Ugandan-Asians (mostly of Indian origin), the population was greatly reduced. Today there are about 15,000.

Health

Uganda has been among the rare HIV success stories, one of the reasons being openness. In the 1980s, more than 30% of Ugandan residents had HIV; this had fallen to 6.4% by the end of 2008, the most effective national response to AIDS of any African country. This is supported by the findings of a 2006 study that modern contraceptive use in Uganda is low. However, there has been a spike in recent years compared to the mid-nineties (http://www.unaids.org/en/regionscountries/countries/uganda/), especially after a shift in US Aid Policy toward abstinence only campaigns (starting in 2003 with the President's Emergency Plan for AIDS Relief under President Bush). According to one report by Uganda's Aids commissioner, the number of new HIV infections has almost doubled from 70,000 in 2003 to 130,000 in 2005.

Infant mortality rate was at 79 per 1,000 in 2005. Life expectancy was at 50.2 for females, and 49.1 for males in 2005. There were 8 physicians per 100,000 persons in the early 2000s. The 2006 Uganda Demographic Health Survey (UDHS)indicates that roughly 6000 women die each year due to pregnancy-related complications. However, recent pilot studies by Future Health Systems have shown that this rate could be significantly reduced by implementing a voucher scheme for health services and transport to clinics.

Uganda's elimination of user fees at state health facilities in 2001 has resulted in an 80% increase in visits; over half of this increase is from the poorest 20% of the population. This policy has been cited as a key factor in helping Uganda achieve its Millennium Development Goals and as an example of the importance of equity in achieving those goals. Despite this policy, many users are denied care if they don't provide their own medical equipment, as happened in the highly publicised case of Jennifer Anguko.

Culture and sport

Owing to the large number of communities, culture within Uganda is diverse. Many Asians (mostly from India) who were expelled during the regime of Amin have returned to Uganda.

Football is the national sport in Uganda. Games involving the Ugandan national football team usually attract large crowds of Ugandans from all walks of life. The Ugandan Super League is the top division of Ugandan football contested by 16 clubs from across the country; it was created in 1968. Football in Uganda is managed by the Federation of Uganda Football Associations (FUFA). The association administers the national football team, as well as the Super League. South African broadcaster DStv through its Super Sport network broadcasts the Ugandan League to 46 different countries in sub Saharan Africa. Football is played all over Uganda especially by children in schools and young people on a variety of pitch surfaces. There is a strong following amongst Ugandans for European club football especially the English Premier League with London club Arsenal FC having the biggest following closely followed by Manchester United; Liverpool and Chelsea come in at a distant third and fourth respectively. Barcelona in Spain has also attracted a sizable following in Uganda due to its recent run of success in La Liga and Uefa Champions League. Uganda's most famous footballers are David Obua of Scottish club Hearts and Ibrahim Sekagya, who is the captain of the national team, Austria's Red Bulls and Nestroy Kizito. Uganda's notable past greats of the game include Denis Obua, Majid Musisi, Fimbo Mukasa and Paul Kasule.

Cricket has experienced rapid growth in Uganda, although football is the national sport. Recently in the Quadrangular Tournament in Kenya, Uganda came in as the underdogs and went on to register a historic win against archrivals Kenya. Uganda also won the World Cricket League (WCL) Division 3 and came in fourth place in the WCL Division 2. In February 2009, Uganda finished as runner-up in the WCL Division 3 competition held in Argentina, thus gaining a place in the World Cup Qualifier held in South Africa in April 2009.

In 2007, the Uganda national rugby union team were victorious in the 2007 Africa Cup, beating Madagascar in the final.

Rallying is a popular sport in Uganda with the country having successfully staged a round of the African Rally Championship (ARC), Pearl of Africa Rally since 1996, when it was a candidate event. The country has gone on to produce African rally champions such as Charles Muhangi, who won the 1999 ARC crown. Other notable Ugandans on the African rally scene include the late Riyaz Kurji, who was killed in a fatal accident while leading the 2009 edition, Emma Katto, Karim Hirji, Chipper Adams and Charles Lubega. Ugandans have also featured prominently in the Safari Rally.

Ugandans have since the early 1920s enjoyed the fast-paced sport of hockey. It was originally played by the Asians, but now it is widely played by people from other racial backgrounds. Hockey is the only Ugandan field sport to date to have qualified for and represented the country at the Olympics; this was at the Summer Olympics in 1972. It is also believed in Ugandan hockey circles that Uganda's first and only Olympic gold medal may have been achieved in part due to the cheers from the representative hockey team that urged John Akii-Bua forward.

Also in July 2011 Kampala, Uganda qualified for the 2011 Little League World Series in Williamsport, Pennsylvania for the first time, beating Dharan LL in Saudi Arabia.

Education

Illiteracy is common in Uganda, particularly amongst females. Public spending on education was at 5.2 % of the 2002–2005 GDP. Much public education in primary and secondary schools focuses upon repetition and memorization. There are also state exams that must be taken at every level of education. Uganda has both private and public universities. The largest university in Uganda is Makerere University, located outside of Kampala. The system of education in Uganda has a structure of 7 years of primary education, 6 years of secondary education (divided into 4 years of lower secondary and 2 years of upper secondary school), and 3 to 5 years of post-secondary education. The present system has existed since the early 1960s. Although some primary education is compulsory under law, in many rural communities this is not observed as many families feel they cannot afford costs such as uniforms and equipment. State schools are usually run by the Church of Uganda and are built on land owned as such. In primary education, children sit exams at the end of each academic year in order to discern whether they are to progress to the next class; this leads to some classes which include a large range of ages. Upon completing P7 (The final year of primary education), many children from poorer rural communities will return to their families for subsistence farming. Secondary education is focused mainly in larger cities, with boarding optional. Children are usually presented with an equipment list which they are to obtain at the beginning of their time at secondary school. This list classically includes items such as writing equipment, toilet roll and cleaning brushes, all of which the student must have upon admission to school.

Cuisine

Ugandan cuisine consists of traditional cooking with English, Arab, Asian and especially Indian influences. Like the cuisines of most countries, it varies in complexity, from the most basic, a starchy filler with a sauce of beans or meat, to several-course meals served in upper-class homes and high-end restaurants.

Main dishes are usually centered on a sauce or stew of groundnuts, beans or meat. The starch traditionally comes from ugali (maize meal) or matoke (boiled and mashed green banana) in the South, or an ugali made from millet in the North. Cassava, yam and African sweet potato are also eaten; the more affluent include white (often called "Irish") potato and rice in their diets. Soybeans were promoted as a healthy food staple in the 1970s and are also used especially for breakfast. Chapati, an Asian flatbread, is also part of Ugandan cuisine.

Human rights

There are many areas which continue to attract concern when it comes to human rights in Uganda.

Conflict in the northern parts of the country continues to generate reports of abuses by both the rebel Lord's Resistance Army (LRA), led by Joseph Kony, and the Ugandan Army. A UN official accused the LRA in February 2009 of "appalling brutality" in the Democratic Republic of Congo. The number of internally displaced persons is estimated at 1.4 million. Torture continues to be a widespread practice amongst security organisations. Attacks on political freedom in the country, including the arrest and beating of opposition Members of Parliament, have led to international criticism, culminating in May 2005 in a decision by the British government to withhold part of its aid to the country. The arrest of the main opposition leader Kizza Besigye and the siege of the High Court during a hearing of Besigye's case by heavily armed security forces – before the February 2006 elections – led to condemnation.

The U.S. Committee for Refugees and Immigrants reported several violations of refugee rights in 2007, including forcible deportations by the Ugandan government and violence directed against refugees.

Homosexuality itself is not technically illegal in Uganda, but sodomy laws are still on the books from colonial days and there is a strong social bias against homosexuality. Gays and lesbians face discrimination and harassment at the hands of the media, police, teachers and other groups. In 2007, a Ugandan newspaper, ''The Red Pepper'', published a list of allegedly gay men, many of whom suffered harassment as a result. Also on October 9, 2010, the Ugandan newspaper ''Rolling Stone'' published a front page article titled "100 Pictures of Uganda's Top Homos Leak" that listed the names, addresses, and photographs of 100 homosexuals alongside a yellow banner that read "Hang Them". The paper also alleged that homosexuals aimed to "recruit" Ugandan children. This publication attracted international attention and criticism from human rights organisations, such as Amnesty International, No Peace Without Justice and the International Lesbian, Gay, Bisexual, Trans and Intersex Association. According to gay rights activists, many Ugandans have been attacked since the publication. On January 27, 2011, gay rights activist David Kato was murdered. Kato was on ''Rolling Stone'''s hit list. Also a number of other gays and lesbians are missing and are believed to have been murdered.

The Uganda parliament recently considered an Anti-Homosexuality Bill which, if enacted, would have broadened the criminalisation of homosexuality by introducing the death penalty for people who have previous convictions, or are HIV-positive, and engage in same-sex sexual acts. The bill also included provisions for Ugandans who engage in same-sex sexual relations outside of Uganda, asserting that they may be extradited back to Uganda for punishment, and included penalties for individuals, companies, media organisations, or non-governmental organisations that support LGBT rights. The private member's bill was submitted by MP David Bahati in Uganda on 14 October 2009, and is believed to have had widespread support in the Uganda parliament. Debate of the bill was delayed in response to global condemnation.

Robert Stephenson Smyth Baden-Powell, 1st Baron Baden-Powell, OM, GCMG, GCVO, KCB (; 22 February 1857 – 8 January 1941), also known as B-P or Lord Baden-Powell, was a lieutenant-general in the British Army, writer, and founder of the Scout Movement.

After having been educated at Charterhouse School, Baden-Powell served in the British Army from 1876 until 1910 in India and Africa. In 1899, during the Second Boer War in South Africa, Baden-Powell successfully defended the town in the Siege of Mafeking. Several of his military books, written for military reconnaissance and scout training in his African years, were also read by boys. Based on those earlier books, he wrote ''Scouting for Boys'', published in 1908 by Pearson, for youth readership. During writing, he tested his ideas through a camping trip on Brownsea Island with the local Boys' Brigade and sons of his friends that began on 1 August 1907, which is now seen as the beginning of Scouting.

After his marriage to Olave St Clair Soames, Baden-Powell, his sister Agnes Baden-Powell and notably his wife actively gave guidance to the Scouting Movement and the Girl Guides Movement. Baden-Powell lived his last years in Nyeri, Kenya, where he died and was buried in 1941.

Early life

Baden-Powell was born as Robert Stephenson Smyth Powell, or more familiarly as Stephe Powell, at 6 Stanhope Street (now 11 Stanhope Terrace), Paddington in London, on 22 February 1857. He was named for his godfather, Robert Stephenson, the railway and civil engineer; his third name was his mother's maiden name. His father Reverend Baden Powell, a Savilian Professor of Geometry at Oxford University, already had four teenage children from the second of his two previous marriages. On 10 March 1846 at St Luke's Church, Chelsea, Reverend Powell married Henrietta Grace Smyth (3 September 1824 – 13 October 1914), eldest daughter of Admiral William Henry Smyth and 28 years his junior. Quickly they had Warington (early 1847), George (late 1847), Augustus (1849) and Francis (1850). After three further children who died when very young, they had Stephe, Agnes (1858) and Baden (1860). The three youngest children and the often ill Augustus were close friends. Reverend Powell died when Stephe was three, and as tribute to his father and to set her own children apart from their half-siblings and cousins, the mother changed the family name to ''Baden-Powell''. Subsequently, Stephe was raised by his mother, a strong woman who was determined that her children would succeed. Baden-Powell would say of her in 1933 "The whole secret of my getting on, lay with my mother."

After attending Rose Hill School, Tunbridge Wells, during which his favourite brother Augustus died, Stephe Baden-Powell was awarded a scholarship to Charterhouse, a prestigious public school. His first introduction to Scouting skills was through stalking and cooking game while avoiding teachers in the nearby woods, which were strictly out-of-bounds. He also played the piano and violin, was an ambidextrous artist, and enjoyed acting. Holidays were spent on yachting or canoeing expeditions with his brothers.

Military career

In 1876, R.S.S. Baden-Powell, as he styled himself then, joined the 13th Hussars in India with the rank of lieutenant. He enhanced and honed his military scouting skills amidst the Zulu in the early 1880s in the Natal province of South Africa, where his regiment had been posted, and where he was Mentioned in Despatches. During one of his travels, he came across a large string of wooden beads, worn by the Zulu king Dinizulu, which was later incorporated into the Wood Badge training programme he started after he founded the Scouting Movement. Baden-Powell's skills impressed his superiors and he was Brevetted Major as Military Secretary and senior Aide-de-camp of the Commander-in-Chief and Governor of Malta, his uncle General Sir Henry Augustus Smyth. He was posted in Malta for three years, also working as intelligence officer for the Mediterranean for the Director of Military Intelligence. He frequently travelled disguised as a butterfly collector, incorporating plans of military installations into his drawings of butterfly wings.

Baden-Powell returned to Africa in 1896 to aid the British South Africa Company colonials under siege in Bulawayo during the Second Matabele War. This was a formative experience for him not only because he had the time of his life commanding reconnaissance missions into enemy territory in Matobo Hills, but because many of his later Boy Scout ideas took hold here. It was during this campaign that he first met and befriended the American scout Frederick Russell Burnham, who introduced Baden-Powell to the American Old West and ''woodcraft'' (i.e., scoutcraft), and here that he wore his signature Stetson campaign hat and kerchief for the first time. After Rhodesia, Baden-Powell took part in a successful British invasion of Ashanti, West Africa in the Fourth Ashanti War, and at the age of 40 was promoted to lead the 5th Dragoon Guards in 1897 in India. A few years later he wrote a small manual, entitled ''Aids to Scouting,'' a summary of lectures he had given on the subject of military scouting, to help train recruits. Using this and other methods he was able to train them to think independently, use their initiative, and survive in the wilderness.

Baden-Powell was accused of illegally executing a prisoner of war, Matabele chief Uwini, in 1896, who had been promised his life would be spared if he surrendered. Uwini was shot by firing squad under Baden-Powell's instructions. Baden-Powell was cleared by an inquiry, and later claimed he was "released without a stain on my character".

Baden-Powell returned to South Africa prior to the Second Boer War and was engaged in further military actions against the Zulus. By this time, he had been promoted to be the youngest colonel in the British Army. He was responsible for the organisation of a force of Legion of Frontiersmen to assist the regular army. While arranging this, he was trapped in the Siege of Mafeking, and surrounded by a Boer army, at times in excess of 8,000 men. Although wholly outnumbered, the garrison withstood the siege for 217 days. Much of this is attributable to cunning military deceptions instituted at Baden-Powell's behest as commander of the garrison. Fake minefields were planted and his soldiers were ordered to simulate avoiding non-existent barbed wire while moving between trenches. Baden-Powell did most of the reconnaissance work himself. In one instance noting that the Boers had not removed the rail line, Baden-Powell loaded an armoured locomotive with sharpshooters and successfully sent it down the rails into the heart of the Boer encampment and back again in a strategic attempt to decapitate the Boer leadership.

Contrary views of Baden-Powell's actions during the Siege of Mafeking pointed out that his success in resisting the Boers was secured at the expense of the lives of the native African soldiers and civilians, including members of his own African garrison. Pakenham stated that Baden-Powell drastically reduced the rations to the natives' garrison. However, in 2001, after subsequent research, Pakenham decidedly retreated from this position.

During the siege, a cadet corps, consisting of white boys below fighting age, was used to stand guard, carry messages, assist in hospitals and so on, freeing the men for military service. Although Baden-Powell did not form this cadet corps himself, and there is no evidence that he took much notice of them during the Siege, he was sufficiently impressed with both their courage and the equanimity with which they performed their tasks to use them later as an object lesson in the first chapter of ''Scouting for Boys''. The siege was lifted in the Relief of Mafeking on 16 May 1900. Promoted to major-general, Baden-Powell became a national hero. After organising the South African Constabulary, the national police force, he returned to England to take up a post as Inspector General of Cavalry in 1903. In 1907 he was appointed to command a division in the newly-formed Territorial Force.

In 1910 Lieutenant-General Baden-Powell decided to retire from the Army reputedly on the advice of King Edward VII, who suggested that he could better serve his country by promoting Scouting.

On the outbreak of World War I in 1914, Baden-Powell put himself at the disposal of the War Office. No command was given him, for, as Lord Kitchener said: "he could lay his hand on several competent divisional generals but could find no one who could carry on the invaluable work of the Boy Scouts." It was widely rumoured that Baden-Powell was engaged in spying, and intelligence officers took great care to inculcate the myth.

Scouting movement

On his return from Africa in 1903, Baden-Powell found that his military training manual, ''Aids to Scouting'', had become a best-seller, and was being used by teachers and youth organisations. Following his involvement in the Boys' Brigade as Brigade Secretary and Officer in charge of its scouting section, with encouragement from his friend, William Alexander Smith, Baden-Powell decided to re-write ''Aids to Scouting'' to suit a youth readership. In August 1907 he held a camp on Brownsea Island for twenty-two boys from local Boys Brigade companies and sons of friends of Baden-Powell's from public schools Eton and Harrow to test out the applicability of his ideas. Baden-Powell was also influenced by Ernest Thompson Seton, who founded the Woodcraft Indians. Seton gave Baden-Powell a copy of his book ''The Birch Bark Roll of the Woodcraft Indians'' and they met in 1906. The first book on the Scout Movement, Baden-Powell's ''Scouting for Boys'' was published in six instalments in 1908, and has sold approximately 150 million copies as the fourth best-selling book of the 20th century.

Boys and girls spontaneously formed Scout troops and the Scouting Movement had inadvertently started, first as a national, and soon an international obsession. The Scouting Movement was to grow up in friendly parallel relations with the Boys' Brigade. A rally for all Scouts was held at Crystal Palace in London in 1909, at which Baden-Powell discovered the first Girl Scouts. The Girl Guide Movement was subsequently founded in 1910 under the auspices of Baden-Powell's sister, Agnes Baden-Powell. Baden-Powell's friend, Juliette Gordon Low, was encouraged by him to bring the Movement to America, where she founded the Girl Scouts of the USA.

In 1920, the 1st World Scout Jamboree took place in Olympia, and Baden-Powell was acclaimed Chief Scout of the World. Baden-Powell was created a Baronet in the 1921 New Year Honours and Baron Baden-Powell, of Gilwell, in the County of Essex, on 17 September 1929, Gilwell Park being the International Scout Leader training centre. After receiving this honour, Baden-Powell mostly styled himself "Baden-Powell of Gilwell".

In 1929, during the 3rd World Scout Jamboree, he received as a present a new 20 horse power Rolls-Royce car (chassis number GVO-40, registration OU 2938) and an Eccles Caravan. This combination well served the Baden-Powells in their further travels around Europe. The caravan was nicknamed Eccles and is now on display at Gilwell Park. The car, nicknamed Jam Roll, was sold after his death by Olave Baden-Powell in 1945. Jam Roll and Eccles were reunited at Gilwell for the 21st World Scout Jamboree in 2007. Recently it has been purchased on behalf of Scouting and is owned by a charity, B-P Jam Roll Ltd. Funds are being raised to repay the loan that was used to purchase the car. Baden-Powell also had a positive impact on improvements in youth education. Under his dedicated command the world Scouting Movement grew. By 1922 there were more than a million Scouts in 32 countries; by 1939 the number of Scouts was in excess of 3.3 million.

At the 5th World Scout Jamboree in 1937, Baden-Powell gave his farewell to Scouting, and retired from public Scouting life. 22 February, the joint birthday of Robert and Olave Baden-Powell, continues to be marked as Founder's Day by Scouts and Thinking Day by Guides to remember and celebrate the work of the Chief Scout and Chief Guide of the World.

In his final letter to the Scouts, Baden-Powell wrote:

...I have had a most happy life and I want each one of you to have a happy life too. I believe that God put us in this jolly world to be happy and enjoy life. Happiness does not come from being rich, nor merely being successful in your career, nor by self-indulgence. One step towards happiness is to make yourself healthy and strong while you are a boy, so that you can be useful and so you can enjoy life when you are a man. Nature study will show you how full of beautiful and wonderful things God has made the world for you to enjoy. Be contented with what you have got and make the best of it. Look on the bright side of things instead of the gloomy one. But the real way to get happiness is by giving out happiness to other people. Try and leave this world a little better than you found it and when your turn comes to die, you can die happy in feeling that at any rate you have not wasted your time but have done your best. 'Be Prepared' in this way, to live happy and to die happy — stick to your Scout Promise always — even after you have ceased to be a boy — and God help you to do it.

Personal life

In January 1912, Baden-Powell met Olave St Clair Soames, on the ocean liner, ''Arcadian'', heading for New York to start one of his Scouting World Tours. She was 23, while he was 55; they shared the same birthday, 22 February. They became engaged in September of the same year, causing a media sensation due to Baden-Powell's fame. To avoid press intrusion, they married in secret on 31 October 1912, at St Peter's Church in Parkstone. The Scouts of England each donated a penny to buy Baden-Powell a wedding gift, a car (note that this is not the Rolls-Royce they were presented with in 1929). There is a monument to their marriage inside St Mary's Church, Brownsea Island.

Baden-Powell and Olave lived in Pax Hill near Bentley, Hampshire from about 1919 until 1939. The Bentley house was a gift of her father. Directly after he had married, Baden-Powell began to suffer persistent headaches, which were considered by his doctor to be of psychosomatic origin and treated with dream analysis. The headaches disappeared upon his moving into a makeshift bedroom set up on his balcony. The Baden-Powells had three children, one son and two daughters, who all acquired the courtesy title of "The Honourable" in 1929 as children of a baron. The son succeeded his father in 1941 to the Baden-Powell barony and the title of Baron Baden-Powell.

Arthur Robert Peter (Peter), later 2nd Baron Baden-Powell (1913–1962). He married Carine Crause-Boardman in 1936, and had three children: Robert Crause, later 3rd Baron Baden-Powell; David Michael (Michael), current heir to the titles, and Wendy.

Heather (1915–1986), who married John King and had two children: Michael, who died in the sinking of SS Heraklion, and Timothy;

Betty (1917–2004), who married Gervas Charles Robert Clay in 1936 and had a daughter: Gillian, and three sons: Robin, Nigel and Crispin.

In addition, when Olave's sister Auriol Davidson née Soames died in 1919, Olave and Robert took her three nieces, Christian (1912–1975), Clare (1913–1980), and Yvonne, (1918–1995?), into their family and brought them up as their own children. In 1939, he and his wife moved to a cottage he had commissioned in Nyeri, Kenya, near Mount Kenya, where he had previously been to recuperate. The small one-room house, which he named ''Paxtu'', was located on the grounds of the Outspan Hotel, owned by Eric Sherbrooke Walker, Baden-Powell's first private secretary and one of the first Scout inspectors. Walker also owned the Treetops Hotel, approx 17 km out in the Aberdare Mountains, often visited by Baden-Powell and people of the Happy Valley set. The Paxtu cottage is integrated into the Outspan Hotel buildings and serves as a small Scouting museum.

Baden-Powell died on 8 January 1941 and is buried in Nyeri, in St. Peter's Cemetery His gravestone bears a circle with a dot in the centre, which is the trail sign for "Going home", or "I have gone home": When his wife Olave died, her ashes were sent to Kenya and interred beside her husband. Kenya has declared Baden-Powell's grave a national monument.

Personal beliefs

Tim Jeal, who wrote the biography ''Baden-Powell'', argues that Baden-Powell's distrust of communism led to his implicit support, through naïveté, of fascism. In 1939 Baden-Powell noted in his diary: "Lay up all day. Read ''Mein Kampf''. Baden-Powell admired Benito Mussolini early in the Italian fascist leader's career.

Some very early Scouting "Thanks" badges had a swastika symbol on them. According to biographer Michael Rosenthal, Baden-Powell used the swastika because he was a Nazi sympathiser. Jeal, however, argues that Baden-Powell was naïve of the symbol's growing association with fascism and maintained that his use of the symbol related to its earlier, original meaning of "good luck" in Sanskrit, for which purpose the symbol had been used for centuries prior to the rise of fascism. In conflict with the idea that Powell was a Nazi supporter is the fact that Baden-Powell was a target of the Nazi regime in the Black Book, which listed individuals who were to be arrested during and after an invasion of Great Britain as part of Operation Sea Lion. Scouting was regarded as a dangerous spy organisation by the Nazis. Baden-Powell used the swastika as a "Thanks" badge for the Scout Movement well before Hitler used it, and when Hitler did start to use it, Baden-Powell ceased to use it. Previously, the swastika had been used by Rudyard Kipling as a logo on his books.

Artist and writer

Baden-Powell made paintings and drawings almost every day of his life. Most have a humorous or informative character. He published books and other texts during his years of military service both to finance his life and to educate his men.

Baden-Powell was regarded as an excellent storyteller. During his whole life he told 'ripping yarns' to audiences. After having published ''Scouting for Boys'', Baden-Powell kept on writing more handbooks and educative materials for all Scouts, as well as directives for Scout Leaders. In his later years, he also wrote about the Scout Movement and his ideas for its future. He spent the last decade of his life in Africa, and many of his later books had African themes. Currently, many pages of his field diary, complete with drawings, are on display at the National Scouting Museum in Irving, Texas.

Sexuality

Early discussion of Baden-Powell's sexuality focused on his relationship with his close friend Kenneth McLaren. Tim Jeal's later biography discusses the relationship and concludes that there is no conclusive evidence that this friendship was physical. Jeal then examines Baden-Powell's views on women, his appreciation of the male form, his military relationships and his marriage, indicating that Baden-Powell could be a repressed homosexual. Jeal's conclusion is shared by some biographers and disputed by others, but not yet examined in any detail by scholars.

Awards

In 1937 Baden-Powell was appointed to the Order of Merit, one of the most exclusive awards in the British honours system, and he was also awarded 28 decorations by foreign states, including the Grand Officer of the Portuguese Order of Christ, the Grand Commander of the Greek Order of the Redeemer (1920), the Commander of the French Légion d'honneur (1925), the First Class of the Hungarian Order of Merit (1929), the Grand Cross of the Order of the Dannebrog of Denmark, the Grand Cross of the Order of the White Lion, the Grand Cross of the Order of the Phoenix, and the Order of Polonia Restituta.

The Silver Wolf Award worn by Robert Baden-Powell is handed down the line of his successors, with the current Chief Scout, Bear Grylls wearing this original award.

The Bronze Wolf Award, the only distinction of the World Organization of the Scout Movement, awarded by the World Scout Committee for exceptional services to world Scouting, was first awarded to Baden-Powell by a unanimous decision of the then ''International Committee'' on the day of the institution of the Bronze Wolf in Stockholm in 1935. He was also the first recipient of the Silver Buffalo Award in 1926, the highest award conferred by the Boy Scouts of America.

In 1927, at the Swedish National Jamboree he was awarded by the Österreichischer Pfadfinderbund with the "''Großes Dankabzeichen des ÖPB''.

In 1931 Baden-Powell received the highest award of the First Austrian Republic (''Großes Ehrenzeichen der Republik am Bande'') out of the hands of President Wilhelm Miklas. Baden-Powell was also one of the first and few recipients of the ''Goldene Gemse'', the highest award conferred by the Österreichischer Pfadfinderbund.

In 1931, Major Frederick Russell Burnham dedicated Mount Baden-Powell in California to his old Scouting friend from forty years before. Today their friendship is honoured in perpetuity with the dedication of the adjoining peak, Mount Burnham.

Baden-Powell was nominated for the Nobel Peace Prize on numerous occasions, including 10 separate nominations in 1928.

As part of the Scouting 2007 Centenary, Nepal renamed Urkema Peak to Baden-Powell Peak.

Karl Johan "Jonni" Hellström (May 13, 1907 – 1989) was a Finnish boxer who competed in the 1928 Summer Olympics.

"The Fighting Finn" was born in Mariehamn and died in Canada.

In 1928 he was eliminated in the quarter-finals of the welterweight class after losing his fight to Robert Galataud.
